Lead Grant Strategist and Program Evaluation Specialist

Sierra leverages her Sociology background to assist clients with grant proposal preparation and projects requiring external evaluation. Since joining E.B. Howard Consulting in 2020, she has applied her expertise in implementing innovative STEM-based solutions to address social, cultural, and environmental issues with a focus on Diversity, Equity, Inclusion, and Belonging (DEIB).

Before her current role, Sierra gained extensive experience preparing state and federal grants and evaluating national service and educational programs, including managing seven 21st Century Community Learning Center (21st CCLC) grants in Florida. She is adept at delivering professional development, having trained over 500 after-school professionals in programming best practices and data collection methodologies. In her tenure as a school administrator, Sierra managed a team of over 70 staff and oversaw programs for more than 500 children.

Sierra’s certification as a Youth Program Quality Intervention/Assessment (YPQI/A) external evaluator from the Weikart Center further enhances her evaluation capabilities. She also possesses proficiency in R, DOMO, and other data analysis tools such as Google Sheets and Excel.

Her experience includes seven years as a grant program manager for the City of Orlando, where she managed one of Florida’s largest AmeriCorps programs with 75 members. During this period, she was honored as an After-School Ambassador for the After-School Alliance, recognizing her leadership in after-school programming.

Sierra is a proud alumna of the University of Evansville, holding a Bachelor’s Degree, and continues to contribute her extensive knowledge and skills to the field of grant writing and program evaluation.
