Evaluation and the RPPR
Measuring success and reporting on outcomes is a critical component of maintaining compliance for all ITE Feasibility Study for Startup Accelerator Ignition Program award winners. The Research Performance Progress Report (RPPR) was implemented by several agencies in FY2013. firstly, the RPPR enables uniform performance progress reporting on Federally-funded research projects and research-related activities. Secondly, it directly benefits award recipients by making it easier for them to administer Federal grant and cooperative agreement programs.
This is done through standardization of the types of information required in performance reports. Standardization reduces administrative effort and costs. The RPPR also makes it easier to compare research and research-related programs’ outputs, outcomes, etc., across the government.
Federal award management and the RPPR
Given the increasing complexity of interdisciplinary and interagency research, it is important for Federal agencies to manage awards consistently. Hiring an independent external evaluator can help to ensure that the RPPR is completed accurately and in compliance with the reporting requirements. The requirements are specified in 2 CFR § 200. An independent external evaluator can also provide valuable insights and recommendations to improve the project’s performance and outcomes. Such advice can help to ensure continued funding and support from the government.
In addition, an independent external evaluator can provide a fresh perspective on the project and its goals. This can help awardees identify new opportunities for collaboration and innovation. Evaluators can assess the impact of the project on the development of the principal discipline(s) of the project, other disciplines, human resource development, teaching and educational experiences, physical, institutional, and information resources that form infrastructure, technology transfer, society beyond science and technology, or foreign countries.
Overall, hiring an independent external evaluator can help to ensure compliance with reporting requirements. Evaluators help improve project performance and outcomes, and identify new opportunities for collaboration and innovation. As such, it is a critical component of maintaining compliance for all ITE Feasibility Study for Startup Accelerator Ignition Program award winners.
