  • December 26, 2019

The next round of NOAA SBIR funding was just released on December 19th while everyone wasn’t looking. Here is a synopsis of what you need for a successful proposal.

NOAA SBIR Eligibility and Award Amounts

What is available, and how do you obtain it?

Phase I: The 6-month SBIR Phase I program has an award ceiling of $120,000 for feasibility and exploration of the technical merit of an idea or product.

Phase II: The 24-month Phase II program is intended for Research and Development (#R&D) and offers an award ceiling of $400,000.

Eligibility requirements include the following:

  • American-owned and independently operated
  • For-profit
  • The principal researcher employed by the business
  • Company size limited to 500 employees

Required Registrations

As with all SBIR applications, the NOAA SBIR comes with some requirements for registration with several federal agencies. The first is SAM.gov and the sooner you apply, the better. All other registrations are contingent on the approval of SAM, which can take up to 5 weeks to process. Once your SAM.gov registration is approved you will need to register with Grants.gov and SBIR.gov. Both take significantly less time to approve than SAM.
