Advancing Clean Hydrogen, Grid Resilience and Industrial Decarbonization

Clean hydrogen continues to gain momentum as a zero-emission energy source with wide-ranging applications. Recognizing this, the New York State Energy Research and Development Authority (NYSERDA) is investing $3.7 million to advance fuel cell technologies that harness hydrogen’s potential. The newly released Program Opportunity Notice (PON) 5944 invites forward-thinking teams to propose clean hydrogen fuel cell-based designs that either provide firm capacity to support a reliable electricity grid or decarbonize industrial manufacturing processes.

This funding arrives at a critical juncture. As New York increases its reliance on renewable sources like wind and solar, the need for dispatchable, low-carbon energy resources is greater than ever. Hydrogen fuel cells may offer the kind of flexible, firm power capacity needed to bridge gaps and ensure system resilience—especially as intermittent renewables become more dominant in the energy mix.

What NYSERDA Is Looking For

PON 5944 is a competitive solicitation designed to identify qualified proposers who can design and demonstrate scalable, real-world applications of hydrogen fuel cells. Specifically, NYSERDA is looking for technologies that can:

  • Deliver firm capacity to help balance grid demand and supply.
  • Contribute to the decarbonization of industrial processes, including heavy manufacturing or high-heat operations.

These goals align with New York’s climate and energy policy commitments, including the Climate Leadership and Community Protection Act (CLCPA), which aims for a zero-emissions electricity sector by 2040.

Key Dates and Applicant Support

Proposals must be submitted by October 6, 2025, at 3:00 p.m. ET. Interested parties are encouraged to review the eligibility criteria and evaluation guidelines listed on NYSERDA’s official solicitation page.

Questions specific to this solicitation should be directed to PON5944@nyserda.ny.gov. General clean hydrogen inquiries can be sent to cleanhydrogen@nyserda.ny.gov.

Our team has assisted in multiple winning NYSERDA applications, including the Clean Neighborhoods Challenge, the Clean Transit Access Program, as well as the Massachucett’s Clean Energy Center’s Accelerating Clean Transportation For All.

Why It Matters

This opportunity is more than just a funding mechanism—it’s an invitation to shape the future of clean energy infrastructure in one of the most ambitious and energy-forward states in the U.S. Teams selected through PON 5944 will not only receive funding but will also contribute to a transformational shift toward a low-carbon, reliable, and equitable energy landscape.

If you’re working on hydrogen fuel cell solutions that can deliver dependable power or revolutionize industrial energy use, NYSERDA wants to hear from you.
