Purpose and Objectives

The primary goal of the Investment Accelerator is to streamline and expedite the investment process by:​

  • Reducing Regulatory Burdens: Assisting investors in navigating complex U.S. regulatory landscapes to facilitate efficient project initiation and completion.​
  • Speeding Up Permitting: Accelerating the approval process for large-scale investments.​
  • Coordinating Across Federal Agencies: Ensuring a unified approach to addressing investor issues.
  • Enhancing Access to National Resources: Providing investors with increased opportunities to utilize national resources and collaborate with national laboratories.​
  • Coordinating with State Governments: Working alongside all 50 states to minimize regulatory barriers and promote investment-friendly environments.​

Structure and Leadership

The Investment Accelerator will be housed within the Department of Commerce and led by an Executive Director. The office will comprise legal, transactional, operational, and support staff as designated by the Secretary of Commerce. ​

Integration with the CHIPS Program Office

A notable responsibility of the Investment Accelerator is overseeing the CHIPS Program Office. This entails negotiating improved deals under the CHIPS and Science Act, a 2022 legislation that allocated $52.7 billion in subsidies for semiconductor manufacturing. The objective is to enhance the benefits for taxpayers and ensure more favorable agreements than those established by previous administrations. ​
